**August 15 - 17, 2001** After a break-in and murders at a Naval Annex building in Washington, D.C., Harm finds out that one of the victims was a friend of his, who is also suspected of passing information to the Chinese. As Harm sets out to clear his friend of espionage charges, he encounters startling roadblocks put in the way of his investigation by the intelligence community.
